Arrowhead General Insurance Agency Inc. has launched a new Excess & Surplus Lines program and named Bill Murray as its president. The new E&S program operates as part of the National Programs division of Brown & Brown Inc., and initially will focus on excess casualty risks.
“Arrowhead E&S is building a property and underwriting platform with a management team with a long track record in multiple E&S and specialty underwriting segments,” says Tom Kussurelis, Arrowhead EVP and COO. “This world-class operations/technology platform performs not only in today’s market, but will deliver sustained profitability for years to come.”
“Arrowhead E&S will benefit from National Programs’ scale and depth of expertise, including product development, actuarial, data and analytics, technology and distribution,” says Murray. “We’ll also tap into National Programs’ marketing, distribution, operations, compliance, finance and accounting services. These functional centers of excellence will enable us to scale up quickly and offer product enhancements to achieve growth.”
The Arrowhead E&S program is partnered with Obsidian, a program-fronting carrier whose platform exclusively supports the expanding market needs of managing general agents, managing general underwriters and program administrators, connecting them with highly rated reinsurers looking to allocate their capital to high-quality primary layers.

Murray brings more than 30 years of industry experience to Arrowhead. His previous positions include general manager at Church Insurance Co. as well as senior roles at major E&S and specialty carriers including Genstar, WR Berkley and HCC. He launched Berkley’s E&S specialty operation and has a significant track record of profitable performance over both hard and soft markets.
Also, Rich Collins was named vice president of operations. Collins also has more than 30 years of industry experience, with a track record of profit at General Re (Genstar) and WR Berkley while working with startup initiatives. He brings technical expertise in operations, forms and rates plus an in-depth understanding of policy administration systems and implementation.
